PTS Constitution

                                                                                                    (Preston Tamil Sangam)

  1. NAME

The name of the organisation shall be PTS (Preston Tamil Sangam)

  1. LOCATION

The Organisation shall be located at: 141, Sharoe Green Lane, Fulwood, Preston, PR2 8HE, Lancashire.

  1. OBJECTIVES

The Organisation will be guided by the following objectives:

  • PTS shall be a non-profit, non-religious and non-political organisation.
  • PTS shall provide a common meeting ground for its members.
  • PTS shall promote and participate in the exchange of cultural activities with ethno-cultural groups.
  • PTS shall promote activities for the advancement in Tamil language, literature, and arts, by teaching the Tamil language, promoting Tamil discussions, music, dance, and drama.
  • PTS shall encourage humanitarian activities with specific emphasis on Tamil speaking populations.
  • PTS should not be merged with any other association or group.

3a.           Founders

Venkataraghavan Narayanan and Praveen Reuben Babu are the founders for the Preston Tamil Sangam as they played the pivotal role for founding the Preston Tamil Sangam (PTS). Founders will oversee the function of PTS. Any change in constitution have to be agreed by both the founders and members.

  1. PROPERTY, INCOME AND ASSETS 

The property and assets of the Organisation shall be vested in the Board of Trustees.

  • Any new purchase (Assets) for PTS should be consulted with all PTS members. Two days’ time will be given for members to reply or best interest decision will be taken by MC.
  • The income and assets of the organisation can be used only for the furtherance of the organisation’s objects and that in the event of winding up, any income or property remaining after all debts have been paid to be spent within PTS by organizing an activity and shall be given to some other charitable organisation having similar objects.

A bank account will be set up with Lloyds Bank and there will be 3 signatories on the account. It will require 2 signatories to withdraw monies from the account.

  1. MANAGEMENT COMMITTEE
  • The PTS shall be administered by the Founders & MC (Management Committee).
  • The Officers of the MC shall be: The President, Secretary, and the Treasurer.
  • All MC are committed to that role for only one year.
  • The MC shall meet at least 2 times a year that is once every 6 months.
  • The President shall Chair all meetings of the PTS. In his absence Secretary shall chair the meetings.
  • Members shall attend the Annual General Meeting (AGM)
  • Voting at Committee meetings and AGM shall be by show of hands. If there is a tied vote, then the Officers of the MC shall have a second vote each.
  • MC family members won’t be allowed to take any position in the following year.
  • The eligibility to become MC is one year of PTS membership.
  • MC cannot take any leadership position in any other organisation or group
  1. MEMBERSHIP

The Organisation shall be non-sectarian and non-political in membership.  Membership shall be open to all members of PTS.

The following categories of members shall be recognised:

  • The cost of membership will be £25 per family and £10 for students per year.
  • Membership money must be paid without any delay. Membership ceases if dues are not paid.
  • New members will be added to PTS after attending one or more PTS meetings and based on the interest shown by the member; they will be added as member in consultation with MC.
  • Annual membership in PTS is from 1st Jan of the year to 31st Dec of the year.
  • Each Family shall have one vote at Annual general and committee meeting
  • Each family shall appoint a representative to attend meetings of the PTS and notify the PTS Secretary of that person’s name.
  • New members should only be added in PTS WhatsApp Group after approval from the MC and by members.
  • Only the MC should be the admin for the PTS WhatsApp group.
  • To become a PTS member the main criteria will be either one of the spouses should be a Tamilian.

 

  1. RESPONSIBILITIES
  • The duties of the President are to:
    • Chair meetings of the PTS.
    • Represent the PTS at meetings that PTS has been invited to.
    • Act as a spokesperson for the PTS when necessary.
  • The duties of the Secretary are to:
    • Take and keep minutes of meetings.
    • Prepare the agenda for meetings of the PTS in consultation with the President.
    • Maintain the PTS membership list.
    • Deal with correspondence.
    • Collect and circulate any relevant information within the PTS.
  • The duties of the Treasurer are to:
    • Supervise the financial affairs of the PTS.
    • Keep proper accounts that show all monies collected and paid out by the PTS.
    • Bring statements to MC meetings, to discuss income and outcome.
  1. DISCIPLINE (MEMBERS)

The Board of Trustees will deal with the discipline and grievance issues.

The membership of any member may be terminated for good reason by the MC with the approval of the two third members of the PTS

  1. ANNUAL GENERAL MEETING/COMMITTEE MEETING

                  The PTS shall hold an Annual General Meeting each year.

  • The Secretary shall publicise the date of the AGM with 14 day’s notice.
  • The Agenda of the AGM will include the following matters:

– Election of MC Members and Duties

– The Organisations Annual Report

– Presentation of the Organisations Accounts

– Matters raised under Any Other Business

  • Matters raised under Any Other Business will be discussed at the next ordinary meeting of the Committee and cannot be voted on at the AGM.
  • An extraordinary General Meeting can be convened at the request of one third of the Board.
  • The Treasurer will provide details of the financial state of the Organization.
  • The MC will inform the PTS members if any vacancy arises via proper channel.
  1. CONSTITUTION

The Constitution can be amended only after approval from the two third of PTS members and founders.
